Cumulative Effects Work Group
Charter
Using existing information, the cumulative effects work group will
assist the source work groups to understand current and future air
quality conditions in the region. The cumulative effects workgroup will
also assist the other work groups in performing their analysis of the
mitigation strategies that are being developed, within the scope of the
Task Force’s timeframe and resources. This work group will also suggest
ways for filling technical gaps and addressing uncertainties as
identified by the other work groups.

for Ozone Precursors - Environ
DRAFT Oil and Gas Emission Inventory for Colorado Portion of Study Area
- prepared by Doug Blewitt, consultant to BP. This is a draft inventory
of oil and gas sources in the Colorado part of the Four Corners Air
Quality Task Force region. The inventory will be used to prepare broad
stroke emissions reduction quantification of certain mitigation options
as requested by the Oil and Gas Work Group, which information will be
included in the Four Corners Air Quality Task Force Report. The
following assumptions were used in preparation of this Colorado-only
inventory:

BP controls 80% of the oil and gas development in this
area in Colorado.

For sources under Title V thresholds, the BP inventory
was "grown" to reflect 100% of emissions in the region.

The Southern Ute Indian Tribe (SUIT) Part 71 inventory
was used.

EIS's including the SUIT EIS and Northern San Juan
Basin EIS were used to project growth.
The assumptions that "control" is equivalent to 5
g/hp-hr for engines <500 hp, and 3 g/hp-hr for engines >500 hp is the
opinion of the author. This report has not been fully vetted at this
time.
