New Greenhouse Gas Reporting Rules - The Department has withdrawn our proposed new greenhouse gas reporting rules.
GREENHOUSE GAS EMISSION INVENTORY REPORTING AND QUANTIFICATION PROCEDURES

GHG REPORTING METHODOLOGIES FOR 2008 EMISSIONS
2008 emissions to be reported include only CO2, from sources subject to 20.2.87 NMAC and from Title V sources subject to 20.2.73 NMAC.
Title V Sources: Notice of New Air Quality Emissions Inventory Requirements
Part 87 Reporting: Sources required to report under 20.2.87.200(A) NMAC are:

Electrical Generating facilities with nameplate capacities equal to or greater than 25 megawatts

Petroleum Refining facilities (NAICS code 32411)
-
Cement Manufacturing facilities (NAICS code 32731)
As specified in 20.2.87.201(A), emissions to be reported the first year are all direct emissions of CO2 from the facility, except emissions from motor and nonroad vehicles.
Part 73 Reporting: For sources subject to 20.2.73 NMAC (except for Part 87 sources), we propose to require reporting of combustion CO2 and vented CO2 from Title V sources. This is consistent with the draft emissions report schedule we proposed prior to the hearing.
Emissions Quantification: Both Part 87 and revised Part 73 direct the Department to develop Emissions Reporting Procedures that are consistent with comparable programs. The procedures document is posted below, along with a matrix of methodologies by sector, which is helpful in locating the method for a particular source.

Vented CO2: Oil and gas reporters may use the method described in Section 5.1.4 (CO2 Venting from Sour Gas Processing) in the API Compendium. This is basically a mass balance method based on CO2 content of the input and output streams.
