The New Mexico clean new cars regulation was adopted as part of a broader state effort to address emissions of greenhouse gases in accordance with Governor Richardson's Executive Order 2006-69, which states:
"...NMED shall submit to the Environmental Improvement Board a proposal to implement a state clean car standard consistent with clean car standards adopted by other states no later than January 1, 2008."
Registrations for intermediate- and large-volume vehicle manufacturers are required prior to offering 2011 model vehicles for sale in New Mexico. Fees are due annually by April 1. For manufacturers of vehicles to be offered for sale in New Mexico prior to July 1, 2010, registration and a fee of $5,000 must be submitted prior to such vehicles being offered for sale in New Mexico.
