The Planning Programs include the Technical Analysis and Dispersion Modeling Section (Modeling Section), the Control Strategy Section, and the Small Business Assistance Program.

The Technical Analysis and Dispersion Modeling Section (Modeling Section) performs and reviews air dispersion modeling for facilities in New Mexico to ensure that state and federal air quality standards are met. This section performs modeling for regulatory development and enforcement, regional air shed planning, and prescribed burn coordination. In addition, this section is responsible for the emissions inventory for Title V sources, greenhouse gases, and the sulfur dioxide trading program for regional haze.

The Control Strategies Section is responsible for developing control strategies for air quality issues affecting New Mexico. The section prepares and revises regulations, plans, general permits, guidance documents, and special projects in accordance with federal directives, State Implementation Plan (SIP) requirements, and state initiatives.

The Small Business Assistance Program (SBAP) assists small businesses with air quality permitting and compliance issues, and develops and distributes outreach materials to industry sectors within the state.
