Information for Aggregate, Hot Mix Asphalt and Concrete Batch Plants

The Air Quality Bureau (AQB) offers two air quality permit options for the facilities listed above.

 

Option 1:  General Construction Permit

A General Construction Permit (GCP) is a pre-approved permit that applies to a source-specific type of operation or machinery with similar air pollutants.  This type of permit allows the AQB to issue or deny permits faster (30 days), while ensuring compliance with existing federal and state air quality regulations and standards.

Each type of GCP permit for these industries is distinguished by the number 2, 3 or 5:

GCP-2 is for Quarrying, Crushing, and Screening Facilities

GCP-3 is for Hot Mix Asphalt Plants, and

GCP-5 is for Concrete Batch Plants

The GCPs are very specific and a facility must meet all of the requirements listed in the permit.

Please refer to the Air Quality Permit Application Forms for more information and to obtain the registration form.  If your facility cannot meet any of the requirements, then take a look at the following option.

 

Option 2:  Construction Permit

Because your facility cannot meet all the requirements of a specific GCP, you will need to fill out the Universal Application form and apply for a Construction Permit.  Air quality dispersion modeling (Modeling) is required and a consultant should be hired to perform this action as well as fill out the application form.  The application may be found at the link above.

What’s modeling?

This is a computer-generated model or mathematical way of looking at pollution from an operation to your surrounding neighbors. In other words, the models determine if dust or smoke pollution leaving your plant is dispersed to levels lower or higher than the air quality standards.

 

Training Video and Additional Information:

The AQB has a training video available to the industry and the general public free of charge that covers aggregate and asphalt plants.  The training video is available in DVD or VHS format.  The DVD includes English and Spanish closed captioning, and the VHS has closed captioning in English or open captioning in Spanish.
