EXECUTIVE ORDER 2007-050 AND THE NEW UNIFORM FUNDING APPLICATION
Executive Order 2007-050 signed by Governor Bill Richardson on October 31, 2007, created a Water Cabinet to unify the direction of all executive agencies responsible for water resources within the state including promoting interagency coordination of water and wastewater infrastructure funding. The Executive Order also established the Water and Wastewater Infrastructure Development Division (WWIDD) within the New Mexico Environment Department. The EO directs WWIDD to provide leadership for an interagency effort to develop and administer a uniform application process and provide recommendations for efficient and effective use of water and wastewater loan funds.
The electronic Uniform Funding Application was developed to provide a mechanism for applicants to fill out an infrastructure funding application which is common to all state and federal funding agencies that provide money for water and wastewater improvements. This single point of application is the first step in determining eligibility of applicants. Click here to access the electronic Uniform Funding Application.
Participating agencies include the New Mexico Environment Department, New Mexico Department of Finance and Administration, New Mexico Indian Affairs Department, New Mexico Finance Authority, USDA Rural Development, Office of the State Engineer, and the US Army Corps of Engineers.

UNIFORM FUNDING APPLICATION (current application process)
Eligible communities requiring funding assistance through the Clean Water State Revolving Fund Program or the Rural Infrastructure Program must complete the Uniform Funding Application. As a part of the application, water rights must be verified by the Office of the State Engineer. Download a sample form that must be sent to the OSE for water rights verification. ARRA SUPPLEMENTAL INTENDED USE PLAN AND REVISED ARRA CWSRF INTEGRATED PROJECTS PRIORITY LIST OF ELIGIBLE PROJECTS
The Construction Programs Bureau (CPB) has received one-time funding of $19,239,100 in American Reinvestment and Recovery Act (ARRA) stimulus funds for subsidization of eligible projects in the form of loan/grant combinations. CPB has committed funding to 17 Clean Water State Revolving Fund (CWSRF) projects around New Mexico. These projects are listed in Part A of the Revised ARRA CWSRF Integrated Projects Priority List of Eligible Projects. The ARRA includes transparency and accountability standards. The State of New Mexico's Certification pursuant to this requirement is posted here.
The ARRA Supplemental Intended Use Plan (IUP) and Project Funding Background describe the factors that were applied to select the projects that will receive the ARRA subsidized funding.

ARRA Supplemental Contract Conditions “Pink Sheets”
FY2010 INTENDED USE PLAN AND CWSRF 2010-2014 INTEGRATED PROJECTS PRIORITY LIST

CPB recently requested applications from municipalities, counties, water and sanitation districts, Native American pueblos, tribes, and nations, and interested parties who are eligible for placement in the FY 2010-2014 CWSRF Integrated Projects Priority List.
CWSRF BASICS:
Placement on the Integrated Projects Priority List is the first step in obtaining a low interest loan for a wastewater project. Funds from the CWSRF can be used by public entities for planning, design and construction of wastewater collection and treatment facilities and for non-point source water pollution control projects. CWSRF loans are offered at below market rates, ranging from 0% to 3% depending on census and economic critieria. A request for placement in the piority list does not obligate a community to proceed with the project but it must be on the list to be considered for funding.

STANDARD ENGINEERING CONTRACT
The standard engineering contract Agreement for Engineering Services (Word document download) is available for use by borrowers and grantees in state assisted projects funded through the NMED/Construction Programs Bureau and the New Mexico state legislature. The standard contract is accompanied by a detailed fee break-down based on the scope of work and is submitted in a format similar to the PTAB Cost Sheet (Excel download, PDF download) |

RECOMMENDED STANDARDS FOR WATER FACILITIES
The 2006 revisions to the Recommended Standards for Water Facilities approved by Department Secretary Ron Curry are available for your use. The guidelines in this document incorporate nationally recognized guidelines for engineering practices in furtherance of public health and environmental protection and were modified by NMED to address New Mexico practices and particulars. |

STATE ENVIRONMENTAL REVIEW PROCESS
The State Environmental Review Process (SERP) is available for your use. (PDF download, Microsoft Word document download). This document was developed by NMED/CPB to comply with the National Environmental Policy Act (NEPA) review requirements for federally capitalized State Revolving Fund loans and federally funded Colonias and special appropriation projects. |

PROJECT STATUS REPORT
Click here to view the July 2009 Project Status Report for water, wastewater and solid waste facility construction projects administered by the Bureau. This report presents each infrastructure project arranged alphabetically by county and then by community. In addition, the report identifies the project funding amount, fund balance, project phase, and the state or federal funding source(s). It also includes a brief narrative regarding project status. |

PTAB MANUAL
The Owner Manual for Qualification-Based Selection is available to assist Communities in the selection and hiring of design professionals in compliance with the State Procurement Code. It contains a complete explanation of the QBS process and guidelines for proceeding from project inception, to concluding a contract for professional services. Also available is a sample Request for Proposal (Word Document download) to be used with modification by the Owner to suite the individual circumstance and Sample Evaluation Criteria. WILLARD PILOT PROJECT
A pilot project in Willard, NM, demonstrated the benefits of centralized management of septic tank systems. The project was jointly funded by the New Mexico Clean Water State Revolving Fund and a grant from the Environmental Protection Agency. WATER AND SEWER CHARGE SURVEY
CPB conducted its annual 2009 Water and Sewer Charge Survey, from municipalities. This information is frequently requested by the NM Legislature and others, and is useful in evaluating costs of water and sewer utility service to residential and commercial customers and compare water use.
Click here to view the results of the 2009 Water and Sewer Charge Survey. The average residential rate reported for 2008 rates for 6000 gallons of water was $23.15 per month, for residential sewer service the average monthly rate reported was $21.31. |

WATER AND SANITATION DISTRICT MANUAL |

The Water and Sanitation District Manual and its Appendices were developed to assist those involved in forming a Water and Sanitation District. The development of this manual was a joint effort of many individuals and organizations including the North Central New Mexico Economic Development District, NMED Construction Programs Bureau and Drinking Water Bureau, the New Mexico Environmental Finance Center, US EPA Region 6, the Office of the State Engineer, and the Rural Community Assistance Corporation.
