CLEAN WATER STATE REVOLVING FUND
(CWSRF)
HISTORY
Through the Clean Water State Revolving Fund (CWSRF) program, NMED maintains a revolving loan fund to provide a source of low-cost financing for a wide range of wastewater or storm water drainage projects that protect surface and ground water. Funds may also be used for projects that control nonpoint source water pollution, such as solid waste and septic tank installations.
The CWSRF program was established in 1986 pursuant to the Wastewater Facility Construction Loan Act and the Federal Clean Water Act and provides very attractive low-interest loans that spread project costs over a repayment period of up to twenty years. STIMULUS UPDATE
ARRA SUPPLEMENTAL INTENDED USE PLAN AND REVISED ARRA CWSRF INTEGRATED PROJECTS PRIORITY LIST OF ELIGIBLE PROJECTS
The Construction Programs Bureau (CPB) has received one-time funding of $19,239,100 in American Reinvestment and Recovery Act (ARRA) stimulus funds for subsidization of eligible projects in the form of loan/grant combinations. CPB has committed funding to 17 Clean Water State Revolving Fund (CWSRF) projects around New Mexico. These projects are listed in Part A of the Revised ARRA CWSRF Integrated Projects Priority List of Eligible Projects. The ARRA includes transparency and accountability standards. The ARRA Supplemental Intended Use Plan (IUP) and Project Funding Background describe the factors that were applied to select the projects that will receive the ARRA subsidized funding.

CPB recently requested applications from municipalities, counties, water and sanitation districts, Native American pueblos, tribes, and nations, and interested parties who are eligible for placement in the FY 2010-2014 CWSRF Integrated Projects Priority List.
TYPE OF FUNDS
The funds available for wastewater loans are from federal capitalization grants, state matching funds, principal and interest payments, interest accrued on construction loans and investment earnings. These funds are available for up to 100% of eligible costs.
LOAN INTEREST
The base interest rate is 3%, with a repayment schedule of up to 20 years. Reduced interest rates of 2%, 1% and 0% are available for low income communities
ELIGIBLE ENTITIES
Cities, Counties, Water and Sanitation Districts, and Indian Tribes are all encouraged to apply for this financial assistance.
LOANS TO DATE
CPB executed two new ARRA construction project loans with the Village of Ruidoso in the amount of $3,369,895.85, and with the City of Ruidoso Downs in the amount of $3,000,000. These loans will allow for the expansion of the Ruidoso regional wastewater treatment facility. CPB also executed a new construction project loan with the City of Aztec in the amount of $5M. This loan will allow the City to make improvements to its wastewater treatment system.
In addition to this loan, CPB is currently performing oversight of four other CWSRF construction project loans with an outstanding balance of $9,088,994 (as of June 30, 2009). There are also 35 loans in repayment that are currently being serviced with an outstanding balance of $106,415,120.

CWSRF BASICS:
Placement on the Integrated Projects Priority List is the first step in obtaining a low interest loan for a wastewater project. Funds from the CWSRF can be used by public entities for planning, design and construction of wastewater collection and treatment facilities and for non-point source water pollution control projects. CWSRF loans are offered at below market rates, ranging from 0% to 3% depending on census and economic critieria. A request for placement in the piority list does not obligate a community to proceed with the project but it must be on the list to be considered for funding.
