| HISTORY |
Through the Clean Water State Revolving Fund (CWSRF) Program, NMED maintains a revolving loan fund to provide a source of low-cost financing for a wide range of wastewater or storm water drainage projects that protect surface and ground water. Funds may also be used for projects that control nonpoint source water pollution, such as a solid waste and septic tank installations. The CWSRF program was established in 1986 pursuant to the Wastewater Facility Construction Loan Act and the Federal Clean Water Act and provides very attractive low-interest loans that spread project costs over a repayment period of up to twenty years. | TYPE OF FUNDS |
| The funds available for wastewater loans are from federal capitalization grants, state matching funds, principal and interest payments, interest accrued on construction loans and investment earnings. These funds are available for up to 100% of eligible costs. |
| LOAN INTEREST |
| The base interest rate is 3%, with a repayment schedule of up to 20 years. Reduced interest rates of 2%, 1% and 0% are available for low income communities |
| ELIGIBLE ENTITIES |
| Municipalities, Counties, Water and Sanitation Districts, and Indian Tribes are all encouraged to apply for this financial assistance. |
| LOANS TO DATE |
As of June 30, 2010 CPB executed fifteen new ARRA construction project loans with various communities with a combined total amount of $20,601,296. CPB also executed two new construction project loans with the City of Rio Rancho in the amount of $25,000,000 and the City of carlsbad in the amount of $18,000,000 |
| FUNDING CYCLE |
| The Construction Programs Bureau (CPB) currently has 150 applications totaling $628 million on the 2012 Clean Water State Revolving Fund (CWSRF) Integrated Projects Priority List. CPB recently requested applications from municipalities, counties, water and sanitation districts, Native American pueblos, tribes and nations, and interested parties who are eligible for placement on the CWSRF Integrated Projects Priority List. |
| CWSRF BASICS |
| Placement on the Integrated Projects Priority List is the first step in obtaining a low interest loan for a wastewater project. Funds from the CWSRF can be used by public entities for planning, design and construction of wastewater collection and treatment facilities and for non-point source water pollution control projects. CWSRF loans are offered at below market rates, ranging from 0% to 3% depending on census and economic criteria. A request for placement in the priority list does not obligate a community to proceed with the project but it must be on the list to be considered for funding. |

Substitute W-9 Taxpayer Identification Number Verification (TIN) - Form required by the Department of Finance and Administration (DFA) to obtain vendor information and ensure that the vendor is on its list of eligible vendors. STIMULUS UPDATE REVISED ARRA SUPPLEMENTAL INTENDED USE PLAN AND REVISED ARRA CWSRF INTEGRATED PROJECTS PRIORITY LIST OF ELIGIBLE PROJECTS The ARRA Supplemental Intended Use Plan (IUP) and Project Funding Background describe the factors that were applied to select the projects that will receive the ARRA subsidized funding. Public comments were received on the IUP from December 28th, 2009 to January 7th, 2010. |
