One significant difference this year is that the General Services Department is handling some aspects of the procurement for the RFPs concerning Watershed Based Planning and On-The-Ground Watershed Improvement Projects. PLEASE NOTE: those proposals are due to a different address than in previous years.

The State of New Mexico’s Environment Department (NMED), Surface Water Quality Bureau is seeking proposals from qualified offerors for the purpose of conducting watershed-based planning to meet elements described in the U.S. Environmental Protection Agency’s Nonpoint Source Program and Grants Guidelines for States and Territories (Fed. Reg., October 23, 2003).

The intent of this Request for Proposals (RFP) is to select one or more qualified contractors to provide the Agency with such professional services for the defined Scope of Work under cost reimbursement contracts. All proposals submitted shall be valid for one year, subject to all action by the Environment Department. Proposals shall only be accepted from qualified organizations submitting proposals in relation to the Scope of Work as identified within the RFP. The Environment Department reserves the right to reject any and all proposals in part or in whole. A completed proposal shall be submitted in a sealed box or envelope indicating the proposal title and RFP number along with the Proponent’s name and address clearly marked on the outside of the box or envelope. All proposals shall be received by 3:00 p.m. Mountain Daylight Savings Time on Thursday, April 15, 2010 at the State Purchasing Division, c/o Fran Dunaway, 1100 St. Francis Drive, Room 2016, Santa Fe, NM 87505. By submitting a proposal for the requested materials and/or services each Proponent is certifying that their proposal is in compliance with regulations and requirements stated within the Request for Proposals.

PROPOSAL DUE DATE AND TIME: Proposals must be received by the State Purchasing Division on April 15, 2010 no later than 3:00 PM MOUNTAIN STANDARD TIME.

Proposals received after this deadline will not be accepted.

The Wetlands Program of the Surface Water Quality Bureau (SWQB) Watershed Protection Section, as part of the New Mexico Environment Department (NMED), is soliciting proposals from qualified offerors to provide services for the development of a vegetation-based wetlands condition index (Level 3) of riverine wetlands. The goal of this project is to develop a validation method of the function and condition of wetlands as measured by New Mexico Rapid Assessment Method (NMRAM). The results of ecological condition of wetlands as measured by vegetation indicators will be compared to the results of the NMRAM. The work will be specific to riverine wetlands within the Upper Rio Grande reference domain (portions of Ecoregions 21 and 22 north of Santa Fe in New Mexico. Work tasks to be completed are federally funded through U.S. Environmental Protection Agency (EPA) Clean Water Act Section 104(b)(3) Wetlands Program Development Grant. PROPOSALS MUST BE RECEIVED BY 4:00 PM MOUNTAIN DAYLIGHT TIME ON MONDAY, APRIL 26, 2010 AT THE ADDRESS BELOW. Proposals received after this deadline will not be accepted.
