* Prior work with PSTB: Performance on similar work with the PSTB with respect to such factors as control of costs, quality of work and ability to meet schedules. Up to five (5) points can be awarded.

II. Cost Effectiveness (cost): This evaluation factor will be quantitatively applied through the formula: [(low bid)/(this bid)] x 25 = number of points.

** Resident business: If bids are received from both nonresident and resident businesses and the lowest responsive bid is from a nonresident business, the PSTB will apply, for purposes of comparison, an in-state preference adjustment by application of a 0.95 multiplier to the bids of resident businesses.
