The New Mexico Water Quality Control Commission consists of fourteen members representing nine "constituent agencies" (see numbers 1 - 9 below), a representative for the municipalities and county governments (number 10) and 4 appointed members (number 11) [§ 74-6-3.A, NMSA 1978, 2010 cumulative supplement]:

  1. the cabinet secretary of the Environment Department, or a designated staff member;
  2. the director of the Department of Game & Fish, or a designated staff member;
  3. the State Engineer, or a designated staff member;
  4. the chairman of the Oil Conservation Commission, or a designated staff member;
  5. the director of the State Parks Division, or a designated staff member;
  6. the director of the New Mexico Department of Agriculture, or a designated staff member;
  7. the chairman of the Soil and Water Conservation Commission, or a designated supervisor;
  8. the director of the Bureau of Geology and Mineral Resources, or a designated staff member;
  9. the cabinet secretary of the Health Department or a designated staff member;
  10. one representative from municipal or county government; and
  11. four representatives of the public to be appointed by the Governor for a term of four years.

The WQCC is administratively attached to the Environment Department [§ 74-6-3.F, NMSA 1978].  

The commission assigns responsibility for administering its regulations to constituent agencies [§ 74-6-4.E, NMSA 1978].
