Governor Richardson appointed Marcy Leavitt as Director of the New Mexico Environment Department’s Water and Waste Management Division in May 2008. That division includes the department’s Surface Water Quality, Ground Water Quality, Hazardous Waste and DOE Oversight bureaus. |
Marcy Leavitt first began working for the Environment Department more than 20 years ago
and has held numerous positions for the agency. She served as bureau chief of
the Ground Water Quality Bureau between 1993 and 2003 and as bureau chief of the
Surface Water Quality Bureau from 2003 to 2008. As chief of the Surface Water
Quality Bureau, Marcy managed statewide programs that monitor, assess and
protect the state’s surface water quality, as well as watershed and ecosystem
restoration initiatives. She has been responsible for initiatives to improve New
Mexico’s water quality protection regulations and standards, and has been an
expert witness in numerous hearings on water quality issues including hearings
on the requirements for mine closure permits. In addition, Marcy was a program
manager and staff scientist in the department’s Petroleum Storage Tank Bureau
and a hydrologist for a private consulting firm.
